I suggest all the GC/citizen to send the email to all the state board license, suggesting to stop giving the original licence to the foreigner, only give it to the GC/citizen. The Arizona state board of nursing only give licence to the nursing licence to GC/citizen. Read the following:

New Proof of Citizenship or Nationality Requirements
Federal law, 8 U.S.C. § 1641, and state law, A.R.S. § 1-501, require documentation of citizenship or nationality for licensure. If the documentation does not demonstrate that the applicant is a United States citizen, national, or a person described in specific categories, the applicant will not be eligible for licensure in Arizona.

If the Board has received your application after 1/1/2008, and the application you completed did not contain a proof of citizenship form, you will be required to complete a form and submit documentation evidencing citizenship or nationality prior to receiving your license/certification.

This should happen to medical license too. Let's united together, send the email to all the state board license, call them, visit them, talk with the senator and judge in your state, contact president Obama. Medical license should only given to GC/Citizenship. Let us work together to make this happen. There should be a federal and state law to require this. If this will become true, I do not think only program director will be willing to hire any visa applicants because they can not even get a temporal license to write a prescription. Let us work together to let the federal and state make this law.

I just read your post and it is very interesting, provocative and makes sense at the same time. Although I am myself a FMG, I agree that physicians in the US should have some sort of "permanent" status - either with a green card or citizenship. It took a while for myself to obtain the green card and therefore I must say, that - if your proposed solution would be applied - the entire green card process should be way facilitated - especially for professionals.

By the way, I also let some friends on Radiolopolis know about this post. It is an international Radiology community platform and I am curious, what they think. (There is a group dedicated for medical students -> Medical student group)
